Who IS That Guy?

There is a guy across the aisle from me who looks at me, smiles and waves. He's done it 4 times now. smiles...waves. smiles...waves. Says nothing. I stopped waving the 2nd time. Asked him his name-doesn't respond. There he goes again. smile...wave. Don't know where this is leading...
